External Users are users outside the business/organization which can connect to Steer, even if they don't have a registered account on Steer.

However, in order for the external users and even anonymous users to submit a ticket, the admin should tag the External User as the assigned user in a process step in the User Settings. This way, the admin grants them an access to submit a ticket using this form.
