Anonymous user is actually a type of access under external user. However, there are still differences/limitations on what each type of user can do, and cannot do.

What are the differences between external users and anonymous users?

An external account still requires to be registered on Steer.
There is no need to register an anonymous account on Steer.

An external user will be required to sign in before they can access a form.
An anonymous user can directly access a form even without signing in.

An external user can be assigned in any process steps.
An anonymous user can only be assigned in the first process step, or what we commonly name as create/submit process step.
